Builders/developers schemes of collection under scrutiny

Reading in between lines, more so mindfully, the inriguing, nay disgusting, question that instantly arises in one’s mind is this: – Is not the irerrgularity, having regard to its nature / kind, the blame / legal responsibility shall have to be rightly apportioned and fairly shared by all the others related , in some way or the other, not barring the overseeinhg authorities, along with the builders/developers being proceeded against?
