An old concept; once upon a time, beyond one's memory, that used to figure in, as a mandated requirement , to be satisfied on 'completion' and before 'possession' / 'occupation'.
Over the times, for obvious reasons, - which need no specifying- the requirement has increasingly been given no importance, to be strictly followed or rigidly enforced. In the process the so called paper has been reduced to a blank paper - whatever be printed on the face of it. In other words; and has come to be looked upon as a mere paper tiger .
Instead, that requirement has been converted into an empty gimmick, for mainly two things:
To accelerate , and prove a source of augmenting, the already deep rooted social evil of corruption;
To simultaneously use it as an easy source for the government - central or state - to augment its coffers, with stained /tainted monies of the corrupts.
